Notice of an Ordinance for the submission of the proposition of a Public Library Annexation Referendum, pursuant to 75 ILCS 16/15-15, to the voters of a part of Newburg Township within the Pikeland Community Unit School District 10 in Pike County, Illinois, at the consolidated election to be held on April 1, 2025.
PLEASE TAKE NOTICE that the Board of Library Trustees of the Pittsfield Public Library District proposes to adopt at its next meeting, January 20, 2025, the attached annexation ordinance under the Public Library District Act, and specifically 75 ILCS 16/15-15. This annexation ordinance concerns the unserved area within the present boundaries of the Pikeland Community Unit School District #10 within Pike County, that is also contiguous to the Pittsfield Public Library District given that much of Pikeland Community Unit School District 10 is already in the public library service area of our Library District.

AN ORDINANCE FOR THE SUBMISSION OF THE PROPOSITION OF A PUBLIC LIBRARY ANNEXATION REFERENDUM, PURSUANT TO 75 ILCS 16/15-15, TO THE VOTERS OF A PART OF NEWBURG TOWNSHIP WITHIN THE PIKELAND COMMUNITY UNIT SCHOOL DISTRICT 10 IN PIKE COUNTY, ILLINOIS, AT THE CONSOLIDATED ELECTION TO BE HELD ON APRIL 1, 2025
WHEREAS 75 ILCS 16/15-15 provides that whenever a municipality or school district included partially within a public library district includes within its boundaries, territory contiguous to the public library district and without local tax supported public library service, the library district may annex such territory by the passage of an ordinance calling for an election; and
WHEREAS, the Board of Trustees of the Pittsfield Public Library District, in Pike County, Illinois, (hereinafter “Board”) understand that much of the Pikeland Community Unit School District #10 is without tax supported library service, and
WHEREAS, the Board of Trustees of the Pittsfield Public Library District, Pike County, Illinois, have considered the question of annexation of territory described as:
“All of the unserved territory in Newburg Township (excepting that part within the North Pike District Library) within the present boundaries of the Pikeland Community Unit School District No. 10, in Pike County, Illinois.”
and have determined that said territory is within the boundaries of the Pikeland Community Unit School District No. 10, a school district in Pike County, contiguous to, and within the territory of the Pittsfield Public Library District and without local tax supported public library service; and
WHEREAS, it is in the best interests of the owners of the territory to be annexed and the residents, taxpayers and users of the Pittsfield Public Library District for the territory to become a part of the Pittsfield Public Library District.
NOW THEREFORE, be it ordained by the Board of Trustees of the Pittsfield Public Library District, in the County of Pike and the State of Illinois, as follows:
Section 1: That the territory described as:
All of the unserved territory in Newburg Township (excepting that part within the North Pike District Library) within the present boundaries of the Pikeland Community Unit School District No. 10, in Pike County, Illinois, are currently unserved by a public library and contiguous to the Pittsfield Public Library District
is contiguous to the Pittsfield Public Library District and is, presently, without local tax supported library service by definition and therefore wholly appropriate to be annexed pursuant to statute. The Pittsfield Public Library District is presently situated within the Pikeland Community Unit School District #10 which is a requirement to annex the territory described above. A map of the area to be annexed is attached to this Ordinance as Exhibit 1 and made a part of this Ordinance by reference. Exhibit 1 shows the Pittsfield Public Library District’s current boundaries, the boundaries of the territory to be annexed which is highlighted in yellow and surrounded by dotted line, the boundaries of area libraries that surround the territory to be annexed and the Pittsfield Public Library District is entirely within Pike County as is the proposed annexation area.
Section 2: That this Ordinance is calling for the submission to the voters at the consolidated election of April 1, 2025 the following referendum proposition:
“Shall the unserved territory in Pike County within Newburg Township, excepting that part within North Pike District Library, within the boundaries of the Pikeland Community Unit School District No. 10, in Pike County be annexed to the Pittsfield Public Library District, Pike County, Illinois.”
And pursuant to 75 ILCS 16/15-15, the Library District has the power to annex unto it such territory as is included in a school district which itself is included partially within a public library district and which is without local tax supported public library service.
Section 3: This ordinance takes effect and is in full force and effect from and after its passage and approval according to the law, and after the required filings in the office of the County Clerk of Pike County, Illinois, as provided by law. The Secretary, within l5 days of the passage and adoption of this Ordinance, shall cause to be published at least once in one or more newspapers published in the District and in the territory to be annexed, or if no newspaper is published therein, then in one or more newspapers with a general circulation within the District and the territory to be annexed, the notice required by 75 ILCS 16/15-15.
